John has served as the Chair of the CatholicCare Melbourne/Gippsland Board since February 2015 and is a highly experienced senior executive, mentor and coach having worked in the professional services/advisory market for over thirty years with Touche Ross and KPMG in Australia, Europe, and Asia Pacific. John’s experience covers a wide range of industry sectors. John currently is a founding partner in the Executive and Board Search and Assessment firm, Sheldon Harris.

Fr Charles Balnaves

Appointed to the Board 2020

Fr Charles is Parish Priest of St Joseph’s Parish in Meredith Victoria. Prior to his ordination as a Priest, Fr Charles worked in the petroleum industry for 30 years. He brings rich experience of family life arising from 36 years of marriage and the raising of two sons, now in their forties.
Following his wife Tanya’s death in 2012, Fr Charles undertook a journey of discernment which led to ordination as a Permanent Deacon and then as a Priest. In addition to running the Parish of Meredith, he is involved with CatholicCare’s Prison Chaplaincy Program.

Ross Castle

Ross is General Manager, Client at Catholic Church Insurance where he has overall responsibility for CCI’s client engagement strategy and leads the national CCI teams in meeting all day-to-day needs of the CCI clients. He has over 38 years’ experience in the international insurance industry, with a focus on managing the complex needs of major corporations and financial institutions. Ross has a Master of Business Administration from Melbourne Business School (Melbourne University) and is a Fellow of the Australian Institute of Company Directors.

Sarah McAdie

Appointed to the Board 2020

Sarah McAdie is currently the Director of Public Affairs at Bendigo Health, a role she has held for eight years, where she oversees the Public Affairs, Fundraising and Governance and Business planning departments. A communications professional with almost 20 years’ experience she has worked as a Ministerial Adviser in Federal politics, National Communications Manager for DON KRC and has spent the majority of her career in the health sector, including a stint in the NHS in the UK.
Her skills and expertise are wide reaching and include media management, speech writing, internal communications, social and digital media, stakeholder engagement, governance and strategic planning, philanthropy and crisis communications. She previously served on the board of Castlemaine Community Health and the Kyneton Community and Learning Centre, and is an active member of the Country Women’s Association.

Sara Mclvor

Appointed to the Board 2020

Sara is the Director, Audit, Risk and Integrity at the Victorian Department of Transport with responsibility for the key assurance activities across this significant government department. She has internal audit, risk and compliance experience across the public and private sector and she previously worked for PricewaterhouseCoopers for many years in the risk and assurance group. She is an experienced business process and controls practitioner with strong stakeholder engagement and management skills.

Kevin Murnane

Appointed to the Board 2020

Kevin was appointed to the Centacare Ballarat Board in 2018 and holds a Diploma of Business Studies, is a Fellow of the Institute of Chartered Accountants, a registered Tax Agent and a former registered Company Auditor.
Kevin is a committed volunteer in the community volunteering at St Vincent’s De Paul, St Patrick’s Cathedral and the Snake Valley Golf Club.
Kevin brings to the Board strong skills in finance, governance, systems development and implementation, business acumen and critical thinking.
Kevin is the CCV Board representative on the CHS Board.

John Murphy

Appointed to the Board 2020

John had a 40-year career in the Australian Army and Commonwealth Public Service that encompassed roles in training and development, personnel management, organisational design, resource modelling and management, policy development, community development and the delivery of community services.
John was Chair of Haven Home Safe housing and homelessness service and a Director there for 16 years. He joined the CatholicCare Sandhurst Board in April 2017. John has a Bachelor of Arts degree from the University of Melbourne and is a member of the Australian Institute of Company Directors.

Maureen Waddington

Appointed to the Board 2020

Maureen is the Director of Mission at St John of God Hospital Ballarat and holds responsibility for the social outreach programs, Pomegranate House, Bloomsbury House, Raphael House and International Health in Tonga and Timor Leste.
Maureen has also been the Director of Mission for St. John of God Bendigo through the cultural alignment period of the new acquisition in 2005 and Acting Director of Mission for St. John of God Murdoch in Western Australia in 2010. Maureen holds a Masters in Business Administration and a Graduate Diploma in Theology.
Maureen was appointed Chair to the Centacare Board in June 2019

Agnes Sheehan

Agnes has had an executive and non-executive career, spanning more than 20 years as an executive in the information and communications technology industry, and twelve years as non-executive director in the health sector. Recognised as an effective and strategic leader, delivering organisational integration, transformation and growth, primarily within large enterprises. She holds a Bachelor’s Degree Business Studies (Hons) and is a Graduate of the Australian Institute of Company Directors.
Agnes is highly engaged with the Australian Catholic community and, in November 2018, was appointed a Lieutenant of the Equestrian Order of the Holy Sepulchre of Jerusalem.
She has worked with the Archdiocese of Melbourne since May 2019 on a number of strategic transformation projects and most recently Agnes successfully led the Sharing Mission Project culminating in the historic merger of Centacare Ballarat, CatholicCare

Elizabeth Ryan

An experienced educator in primary, secondary and tertiary education Elizabeth has held senior leadership roles at St Patrick’s College Ballarat including VCE Coordinator, Head of School and Director of Senior School and Deputy Headmaster: Well being.

With broad management and extensive leadership experience Elizabeth is a current member of the Federation Business School Faculty Advisory Board and an Honorary Fellow of Federation University, Australia.

Elizabeth holds a Masters of Business, Graduate Diploma in Educational administration, Bachelor of Laws, Bachelor of Education and a Diploma of Teaching.

Andrew Jirik

Andrew is an experienced Finance and Accounting Executive and has held numerous leadership roles at P&O Maritime Services, Australian Associated Motor Insurers (AAMI) and Suncorp Limited. Andrew currently is the Catholic Diocese of Ballarat, Business Manager.

Holding a Bachelor of Business (Accountancy), Masters of Taxation and CPA, Andrew brings expertise in financial leadership, people management, financial and tax accounting and board reporting and communication to the Centacare Board.

Andrew was appointed to the Centacare Board in June 2019.

Sally McAlpin

Sally is a Registered Psychologist and holds extensive experience in Family Relationships, Family Law, Mediation and Family Dispute Resolution.

Having worked for over ten years in Family Dispute Resolution at Centacare’s Family Relationship Centre, Sally brings a wealth of client knowledge to the Centacare Board.

Sally is currently operating a private practice as a Family Consultant, Supervisor and Family Court Report Writer for the Family Court of Australia.

Sally holds a Bachelor of Counselling and Masters in Psychoanalytic and Observational studies with Infants, Children and Young People.

Sally was appointed to the Centacare Board in August 2019.

Tom Niederle

Tom is the founding Director of Design for Performance (D4P). Tom has held a number of Executive and non-executive positions in the Victorian Public Service, Local Government Authorities and the International Committee of the Red Cross (ICRC). He has previously held positions as a Director with Emergency Management Victoria, Director Health and Aged Care, and Regional Director with Department of Health and Human Services and its former entities.

Tom brings with him vast knowledge, experience and capabilities having worked in and across complex multi-organisational and multi-sectoral environments. In particular, skills related to health system operations, finance, change management, risk management, governance (clinical and corporate), quality, contract management and integrity.

He possesses a sound knowledge and understanding of public sector including local government, state government and the myriad of public sector entities and private sector organisations that make up the government, health, education, justice and emergency management sectors.   He also has significant experience with Boards, Board Chairs, CEO’s, Executive teams and operational team members.

Tom currently holds a Graduate Diploma of Health Science (Health Education), and a Bachelor of Applied Science (Environmental Health).

Tom was appointed to the Centacare Board in August 2019.

Allan McKinnon

Allan was appointed to the Centacare board in 2012. Allan worked for the Department of Education and Early Childhood Development for over forty years. A member of the Rotary Club of Ballarat South and Legacy Allan is a key volunteer on the Commemorative Days Committee.

Allan holds a Bachelor of Education, Graduate Diploma in Religious Education, Graduate Diploma in Education Administration, Diploma in Teaching Asian Studies.

Ross Wheatland

Acting Executive Director

Ross commenced with Centacare in 2019 in the position of General Manager, Corporate Services with responsibility for Finance, Information Technology, Housing Services, Marketing and Facilities.

Ross was appointed Acting Executive Director in December 2020.

Ross has worked for the past 5 years in the Public Health System, working specifically in Finance and Corporate Services roles. Prior to that he has held a number of senior Client Management roles in commercial software organisations, specifically in relation to accounting and client management systems.

Ross has a keen interest in customer services and process re-design. He has developed a number of client engagement models currently in use in commercial practice. Ross has been a volunteer board member in the welfare services sector. He also enjoys supporting his family’s local sporting clubs.

Ross holds a Bachelor of Accounting, Masters of Information Systems, Diploma of Education and is a Certified Practicing Accountant (CPA). Ross is also a graduate of the Australian Institute of Company Directors (AICD).

Deanna Davis

Commencing with Centacare in 2009 Deanna is currently appointed as the General Manager, Family and Community Services with responsibility for family services, the family relationship centre and mental health services.

Deanna’s previous roles include 22 years with the Department of Health/ Human Services Victoria and General Services Manager Lakeside Psychiatric Hospital.

Lyn Edwards

General Manager

Family, Community & Employment Services

Lyn commenced with Centacare in December 2017 and is appointed to the role of General Manager Family, Community and Employment Services, with responsibility for family services, youth services, the victims assistance program and employment services.

Lyn holds many years’ experience in the child, youth and family services sector as a practitioner and in leadership roles. Previous positions have included working as a Team Leader, Program Manager and Executive Manager of community, family, youth and out of home care services.

Lyn worked as an independent consultant in the community services sector for seven years; with extensive experience in training, quality, government policy and change initiatives, and service review and development. Lyn has managed health services and equity and diversity programs within the higher education sector.

Lyn holds a Bachelor of Social Work and a Diploma of Management and is a member of the Australian Association of Social Workers, and the Deakin Alumni Association.

Karen Willey

Karen commenced with Centacare in 2019 in the position of General Manager, People and Organisational Development with responsibility for People and Culture, and Research, Quality and Compliance.

Karen has approximately 25 years’ experience in human resources, organisational development and performance, talent acquisition and management, management/leadership development and quality improvement.  She has extensive experience working in the financial services and health insurance industries as well as the tertiary education sector.  She has held various senior positions with strategic and operational responsibilities.

Karen holds a PhD in Psychology.  She has a keen interest in talent management and engagement, continuous quality improvement and furthering the development of evidence-based best practice.
